Board Meeting
9/13/06

6:50 PM     Meeting called to order by Chair Aaron Gray

    Board Members Susan Abe, Rich Watson, Matt Svymbersky, Tim Batog, Matt Hoffman, Amanda Barry, Janice Thompson, Brenda Ray Scott, Doretta Schrock, and Tim Lyden are in attendance.

    Also in attendance are Tom Griffin-Valade Director of North Portland Neighborhood Services, Johnel of the Mayors Vision PDX, Tina Kotek, Ken Reynolds of the Portland Police Bureau, Ken Arbuckle, and Rod McDonald.   

6:55 PM    Chair Aaron Gray asks for announcements

    Board Member Matt Svymbersky invites all to a meeting at his house to discuss education and school funding issues with presenters from Stand For Children.
    Johnel from the Mayor’s Vision PDX requests that board members complete and send in surveys to gather information for the visioning process.
    Board Member Matt Hoffman reports that the parks subcommittee of ICURAC convened a tour of Kenton and Trenton parks and will be visiting others. He says that they are assembling information for a master plan for each park to include priorities for additional improvements.

7:05 PM    January-August 2006 Meeting Minutes distributed by Secretary Matt Svymbersky.

    Meeting Minutes read over by Board members.

    BOARD ACTION:  Board Member Susan Abe moves to accept all meeting minutes from January to August 2006. Board Member Amanda Barry seconds. Minutes approved unanimously.

7:10 PM    Treasure Report Presented by Treasurer Brenda Ray Scott.

    Brenda reports that she is closer to having a system that will allow her to have access to the financial information for the Neighborhood Associations various accounts. (Refer to Brenda’s Treasurer’s Report)
    Brenda suggests that the Kenton Book Account and the Neighbors Between the Rivers account be combined with the General Kenton Neighborhood Association Account.
    Tom Griffin-Valade shares history of book account stating that the book was written with a grant to the KNA. He also reports that the Neighbors Between the Rivers effort was kept separate in case the effort was ever resurrected, however it has now been 5 years.
    Brenda reports that she will work with Ronna Seavy to get information on the book money from author Alta Mitchoff.
    Aaron and Doretta acknowledge that their signatures may be needed to do the transfer of authority over to Brenda. They acknowledge that Alta Mitchoff may be needed for transfer of the book account. Tom acknowledges that he may be needed to get the Neighbors Between the Rivers account transferred.
    Brenda presents her research on local banking institutions, their fee schedules, and policies for non-profits. She reports that Wells Fargo was the only institution that responded with clear guidelines for non-profits. She reports that a switch to Wells Fargo would be the most fiscally responsible choice.     BOARD ACTION: Doretta Schrock moves to authorize the consolidation of the Kenton Neighborhood Association account, the Neighbors Between the Rivers account, and the Kenton Book account. Tim Batog seconds. Motion passes unanimously.

    Tom suggests that eventually the Board may want to contemplate turning the Firehouse Account over to the Kenton Action Plan as Firehouse receipts may be pushing the earning to the point where filing with the IRS may be necessary. Tom reports that the Kenton Action Plan already files with the IRS each year.
    Brenda requests that more time be allowed for due diligence before considering transferring the Firehouse account to the Kenton Action Plan. She suggests moving the Firehouse account as is to Wells Fargo.

    BOARD ACTION: Matt Svymbersky moves that the Firehouse account be transferred to Wells Fargo. Susan Abe seconds. Motion passes unanimously.

7:30 PM    Ken Reynolds of the Portland Police Bureau presents community policing
information and opens up the discussion for concerns.

    Reports 6 aggravated assaults with 4 being Domestic Violence situations.
    Reports one shooting on Sept 1 which involved a “drug deal gone bad”.
    Also reports a shooting at 7933 N Denver which he describes as a “party gone bad”. He reports that someone was denied entry to the party and fired a weapon.
    Reports that the police set up a drug buy that lead to a drug bust on Intersate Ave which he states the arrested individual may get 30-60 years with the feds b/c he was a mid level drug dealer.
    Reports that the police set up a drug buy at the Arco Station with resulted in recovering 4oz of cocaine. He reports that gang enforcement was involved in the arrest as the individual was suspected in a downtown murder. Reports that the police then searched a house by Clarendon School in Portsmouth north of Fessenden and recovered 1kilo of cocaine.
    Reports having no information on a hit and run that may have resulted in a fatality near the Firehouse. Tom Griffin-Valade reports that he will get more information of the incident to Board members.
    Reports search warrants used in raid at 8844 N. Hamlin Ave.
    Reports that Greg Abbott of North Portland has had success suing owners of houses with suspected drug activity for the impact on the neighbors.
    Reports that this may be an effective tool as the Office of the City Attorney can only rely on the nuisance ordinance in their efforts to control drug activity.
    Reports that the Mock Crest grocery Store was robbed and the cashier was assaulted with the stolen 12 pack while in pursuit. 
    Board members air reports of graffiti on the Mock Crest Grocery Store and Vogue Nails.
     Reports that gang activity has not seen a large increase in North Portland.
    Tim Batog reports that a boulder at the Interstate Rose Garden was hit and rolled out of place. City Maintenance crews will be needed to move the boulder back in place.
    Reports that a search warrant was served on a house months ago on Russett which has resulted in 2 people being indicted.



7:50 PM     Additional Business

    Amanda Barry asks about the PayPal account for the Kenton Web site. Aaron reports that he needs to finalize this.
    Aaron asks when the Kenton Neighborhood Association was created. Tom Griffin-Valade reports that it was approx. 1989.
    Tim Batog reports having outstanding yard debris receipts for which he needs reimbursement.
    Kenton Small Business Tour. Reports are that it was well attended by approx 35 folks.
    Brenda reports that she would like to see more events similar to the Small Business Tour.
    Brenda raises concerns that links to area businesses have been removed from the Kenton website. Amanda and Matt respond that they took away the links that did not go anywhere. Some suggest starting a Kenton Directory on the website. The majority agrees that, instead, information will be put on the Kenton website for any interested business to put their information on the website.
    Reports are shared that the newly remodeled building in downtown Kenton will house a Thai Restaurant, the Cup and Saucer, and a Pizza Parlor in addition to the already established Liquor Store and Naturopathic/Massage Office.
