Kenton Neighborhood Association Board Meeting 5/10/06 Attendance: Board Members: Susan Abe, Doretta, Tom Sichta, Matt Hoffman, Aaron Gray, Rich Watson, Matt Svymbersky, Amanda Barry, Brenda Ray Scott, Steve Rupert, Community Members: Stacy Codington O-DOT, Linda Mullen Columbia River Crossing, Kert Wright, Kate Deane O-DOT, John Gillam P-DOT, Amanda Fritz City Council Candidate, Janice Thompson, Tim Batog, Mike Cottam, Tom Griffith-Valade NPNS, Maxine Myers, Georgina Lazo PROPER, Alta Mitchoff, Ronda Seavey * Police Appreciation Dinner – Kert Wright o Would like to organize an appreciation dinner for Portland Police in conjunction with a larger North Portland organizing effort. Would like to have it for the police at the satellite office on Denver. Folks can sign up to cook or serve food at the satellite office or throughout N PDX. Will be looking for folks to sign up at the next Neighborhood Assoc meeting. * Student Recognition – Rich Watson o Thursday, May 25th 7pm Masonic Lodge on Denver – recognition of 5 students from each of four local public schools - Ockley Green,Beech, Peninsula, and Chief Joseph - a total of 20 students in all. o The students are picked by each school as examples of the best in academic performance combined with good citizenship (Helping other students, etc). o The students will be presented with certificates honoring them, and an engraved plaque which has their names, hangs in each school. o If you all have some time on Thursday, May 25 at 7:00 PM, come to the Lodge (same place as the June 9 KNA Meeting) and help congratulate our student citizens. * Trenton Park – Brenda Ray Scott o Grand Reopening Wed May 24th 6-8pm. To commemorate the changes and improvements. * Public Safety Update –Doretta Schrock reports that Officer Christiansen can not attend. o He wanted details of a drug bust of a young adult in a school zone with multiple pot plants announced. o Two individuals arrested selling crack across the street from the Police Satellite Office. This offence was also near the Celebration Tabernacle School. o Office Christiansen is looking into putting up school zone signage. * Janice Thompson – Has moved to the neighborhood. Would like to become more involved and join the Neighborhood Assoc. Doretta moved to nominate Janice to the Board. Aaron seconded. Unanimously passed. * Tim Batog- Has moved to the neighborhood. Would like to become more involved and join the Neighborhood Assoc. Doretta moved to nominate Tim to the Board. Aaron seconded. Unanimously passed. * Firehouse Update – Ronna Seavey o Over 150 times Firehouse was used for events. o Over 70 non-profit group events. o Over 50 private events. o Cost about $10,000 to operate each year. o Have received some grants to allow improvements. o Currently, the Firehouse Committee is a sub-committee of the KNA. Anyone interested in helping out is welcome. o Will have table at KNA June General Meeting to capture interest in helping with the Firehouse. o Others interested? * Kenton Rose Garden – Ronna Seavey, Alta Mitchoff o Started 1996 o Award winner – Royal Rosarian Award 2005 o Alta Mitchoff has been working single handedly to maintain the garden. o Alta will be relocating this year. Will need to find volunteers to maintain in her absence. o KNA may want to partner with the Kenton Business Association. o Tim Batog agrees to spearhead the effort. Funds are available in the KNA treasury with grant possibilities available as well. o Water bills have been approx $200-$400 per year. o The bills have never been nailed down, sometimes paid by the KNA, sometimes KBA, sometimes by the Kenton Action Plan. o Tom Griffith-Valade suggests that the fact that it is a public beautification may or may not have some leverage to get the city to help with the cost. Apparently, the space is in P-DOT territory and would not be PTLD Parks. o Doretta suggests that we allow Tim to investigate our options. o Much interest expressed to do what we can to maintain the space. o Will have a table at the KNA June General Meeting to capture interest in the Rose Garden. o Kert Wright will staff the table. Will sell Kenton History books. o In the past coffee cans have been placed in area hair salon, taverns etc. to donate to the upkeep. These efforts have been successful. o Others interested? * Hanging Planters – Ronna Seavey o Have been stashed away but could be pulled out for use around the Kenton Business District if anyone is found to do the maintenance. o Tim Batog suggests partnering with the Kenton Business Association if hanging flower planters are something that the KNA would like to do. o In the past the KBA contracted with Celebration Tabernacle to water them. o They need to be watered daily and fertilized weekly. This did not always happen in the past. o Action undetermined. * Paul Bunyon – Ronna Seavey o Has been maintained by Alta Mitchoff. Alta will be moving. o Need to find volunteers to maintain. o Will need to work with the KBA to determine the upkeep of Paul. o Should get the idea in writing. o The bank has allowed use of their water. o Could look into getting teens involved (De La Salle?) o In the past coffee cans have been placed in area hair salon, taverns etc. to donate to the upkeep. These efforts have been successful. o Others interested? * O-DOT – Kate Dean o Coming to the tail end of the I-5 planning project. o Alternative 2 is being recommended to the City Council. o Will add third lane to I-5 from Delta Park to Columbia Blvd. (This was the same in all 4 options) o Would start construction in 2008 approx. o Alternative 5 would tuck Argyle St. into the ridge above Columbia and in back of the proposed high density redevelopment area. o This had the least environmental impacts. o Required few traffic calming measures to decrease traffic. o The alternative that proposed a Columbia reconfiguration would have disturbed more businesses o Alternative 2 will include new bridges over Columbia and also a newly proposed bridge over the Columbia Slough. o Schmeer Road will now have a traffic light. o Phase II (everything after the widening) does not have funding currently. o The Community has expressed that funding be secured and the project started quickly to allow the community to know exactly what will be happening. o Kate encourages continued community involvement to ensure the community has a say in bridge design, sidewalks, bike access etc. * Community Enhancement Fund – Kate Dean o Funds approved to offer community enhancements to ease disruption to the neighborhoods affected. o Recommendations Described. o 1 million dollars allocated to pay for enhancements o Columbia Slough Trail – Largest of the recipients o Kenton Downtown Plan– received some funds for street calming. o Friends of Trees – Received funds for all NoPo tree planting o Denver Avenue Sidewalks – Did not receive funds but community is encouraged to stay involved in the project to have say in how O-DOT plans sidewalks. * Columbia River Crossing – Linda Mullen(503.256.2726x2161), Stacy Codington(503.731.3266), Peter Ovington o Linda – * Just beginning to narrow the ideas for the transportation issues in the I-5 corridor to reduce bottlenecks. * Half-way through the process. * Decisions about freight transportation and individual transportation. * Wonders what the community would like to see * They are hoping to get their federal approvals in by 2008. * Construction on any given plan could begin as early as 2009. o Rich Watson – suggests an arterial route to Jantzen Beach. o Peter – * Reports that they will offer info at June meeting * Says that they would like to come to additional KNA meetings to share info and get f/b. * Would like to have meetings in peoples’ houses to hear concerns and hopes. Would like to hear from folks who would like to offer their homes for coffee and conversations. * Treasury Report – Brenda Ray Scott o Does not have an official report. o Will have one at the General Meeting. * NoPo CleanUp – Tom Griffin-Valade o Clean up last month was a success. o $225 will be put into KNA fund that was raised from cleanup. * Communications Committee – Brenda Ray Scott o Would like to look at ways to get word out to more Kenton neighbors and get them involved. o Is interested in getting ideas to get word out and do out-reach to neighbors who may not be involved in the formal channels of KNA. o Talks about Metro grants and Bank of America grants that may be available. o Will have a table to recruit, give info to people, sell calendars o Aaron - Would like the communications committee to encompass recruitment, communications, resource development, raising revenues etc. o Brenda, Tim, and Janice will talk about getting together. o Others interested? * General Meeting - Aaron Gray, Rich Watson, Matt Svymbersky o Doors open at 5pm 6/9 at the Kenton Mason Lodge on Denver. Set up as an open house. o Entertainment o Door Prize drawings throughout the meeting. o Food (provided by the Mason Lodge) o Information tables will allow others to mingle and see what is going on in the area. o Formal presentation will start at 7pm with any group that might want to give a brief introduction and elections. o Will need to determine the officers that will need to be re-elected. o Matt and Doretta will create a ballot. o Doretta may have a powerpoint presentation that would be projected and available for passive viewing. o The Police Satellite will also have an open house that night as well. o River Reniassance will have a table. o Amanda Fritz, Xander Paterson, Gary Hansen, Dan Saltzman will be in attendance. Mark Kurchmeier may also attend. o Doretta will follow up with Forty Mile Loop, Sam Adams, as well as others o Columbia River Crossing will be there. o Tim Balog will contact Friends of Trees. o Mary Hanlon will be contact to be showing the current City of Roses Motel development plans. o Aaron will contact Trimet, PDC, O-DOT, o The Meeting Announcement is ready to go with some minor changes, thanks to Susan Abe. She will email it out for review. Planned to go out the last of May. Still awaiting more info from Add Mail on addresses. o Brenda –would like the announcement to be available for handing out at the Trenton Park Bash. o Announcements in area newspapers – Janice will work to make that happen. She will communicate with Brenda. o Business Owners – Can have info tables. o Other groups such as Girl Scouts can have tables for recruiting. o Anything that is associated with Kenton is free to show and represent themselves. o Steve Rupert will contact the Kenton Business Association. * PROPER – Georgina Lazo o People Reaching Oppressed People Expecting Restoration – Tues night 7pm at Fridays Coffee Shop to plan for the PROPER Festival and get general info about what the community would like to see. Free event on Saturday, Sept. 9th this year in Kenton Park. o Will have a table at the general Meeting. |
