Kenton Neighborhood Association Board Meeting 3/9/06 In attendance: Doretta Schrock, Larry Fellows, Aaron Gray, Tina Kotek, Rich Watson, Office Christensen, Tim Batog, Kert Wright, Havilah Ferschweiler, Brenda Ray Scott, Matt Svymbersky, Nathan Roelofs, John Weil, Susan Abe, Matt Hoffman, * No Quorum. * Officer Christensen – o Labor Ready – Will be a meeting Monday 3/20 at 7:30pm at Labor Ready to develop a Good Neighbor Agreement and find solutions to problems such as public urination, drug use, littering etc. o Drug Deals – Happening from cars near Walgreens and Denver and Lombard. o Cars on Street – Technically cars parked on the street should be moved every 24 hours. They must be registered as well. Dump trucks can only be parked on the street during business hours (this includes trailers and boats). o Last night woman knocking on doors at 11pm requesting money saying that she had been robbed and needed money for a motel. Be careful in these situations. At times people may have partners and may be looking to rob home owners that open their doors. o Gas Siphoning – It has been occurring a lot esp. at Swan Island. o Catalytic Converters – These are being stolen off of cars as well. o Scamming – Be careful. Folks are coming up with creative stories to get money esp. around Fred Meyer. * Havilah Ferschweiler – o Community Policing office – Will be looking for volunteers to staff the office. o Will be coordinating the meeting with Labor Ready. o Ready. Safe. Go – Training conference on recognizing crime. See Havilah if you need a ride. The conference will be at PCC Sylvania. * Presentation by Hanlon Development and Consulting/Allied Works Architecture- They have an option for development of the City of Roses Motel on Fenwick and Interstate. They report that they want to develop high quality projects working closely with the neighborhood. They propose to build 17 row houses at market rates. They report that the property and the Kenton business climate currently do not make retail an option. They report that they will not need to ask for public funding and therefore will be able to sell all at market rather than low income. They will probably be looking at the 300,000 to 350,000 range. They report that if they can show that the numbers pencil out (for profit) and build a high quality project, this could stimulate confidence and further development. They report that they are committed to quality construction materials. They also talk about locating parking in an interior courtyard to emphasize the mass transit focus of the area and hide ugly garages. They will be including street trees along Interstate and Fenwick. They will be 1100 square feet of living space (2 bedroom) and a garage in 16 of 17 units. The goal is to start construction in August September completing in 9+ months. Havilah encourages details to facilitate safety and discourage crime. Positive feedback is given by many community members on the current modern design. Lots of talk about their beautiful business cards! * Chief Joseph Night of Magic – At the last minute, Chris Duffy from Piedmont NA suggested a full page add to salute Chief Joseph from North Portland’s Neighborhood Associations. We are being asked to participate and contribute $100. Of the NA members in the room, all agreed to the request with the decision to be voted on next meeting when a quorum is assembled. * Brenda Ray Scott – There is still transition occurring regarding the treasurer position. Brenda reports that she is not yet on the account and cannot be as helpful in her position without the information that she cannot now access. Brenda needs to become a signer for the bank but regarding KNA business, she would not be allowed to sign checks. We would continue to require the Chair to be the authorized check signer. Brenda and Aaron will make a date to go to Sterling Savings. Brenda will look into another bank (after experiencing less than effective service at Sterling Savings) and present her findings to the Board. * Brenda – ICURAC Parks Sub-Committee - Brenda would like to step out of her role with ICURAC and would like to find someone who would be willing to represent Kenton on this committee so that we can have a voice. * Brenda - ICURAC Parks Sub-Committee – Trenton Park redevelopment of playground equipment is now completed. The City has talked to Brenda about having a celebration of the improvements to the park. They have talked about some options. One would be lower key involving kids and the surrounding area neighbors during the daytime in the week. Another would be more of a Kenton Community celebration on the weekend. The city would like this to occur in the next few months. Brenda would like someone else from Kenton to help make the decision. * Kenton School/De La Salle North – A recent The Business Journal article missed the neighborhood concerns about PPS and instead focused on one question about parking. The article appeared to talk about the decision as a done deal. Many talk about writing letters to The Business Journal. * PPS/Kenton School – No one for PPS has contacted us yet regarding the Chief Joseph issues. We need to get info soon. Lots of discontent is aired about PPS and their apparent unwillingness to communicate with us. * Neighborhood Schools Alliance - Third Tuesday of the month (3/21) 7pm at the Mason Lodge to discuss school issues. Light dinner provided. * June General Business Meeting – At the Mason Lodge. June 9th as early as 5pm. Last year it was put together as an open house with displays by area agencies/businesses. Rich would like to bill it as a Neighborhood Fest with food and prizes. There will be food provided by the Mason Lodge and prizes provided by Rich and co. There will be entertainment provided by the Celebration Tabernacle. There may be music and child care. There would be an open house at the Community Policing Station. Hopefully, we will have displays of the ODOT Community Enhancement Projects, PDC, Kenton Village, Tool Library, Harbor Oil Clean-up, Bureau of Environmental Services, Northstar Coffee, 40 Mile Loop, Friends of Trees, Trimet, Sam Adams, political candidates, other Projects, as well as other exciting developments in Kenton. Will need to design and send a mailer. Susan says that she would be willing to do some design for a poster and the info for a postcard. Aaron says that his wife’s firm could do the postcard pro-bono. Postcards would need to get in people’s homes between 5/26 and 5/31. Will target 5/12 as the date to get the materials to Ad-mail. * Noise Review Board – Will be meeting to discuss the noise variances for PIR. The meeting is Monday, March 13 at 6:30 at 1900 SW Fourth, Rooms 2500B (2nd floor). Would like to press for PIR to be required to send out a mailer when they are given any variance. Currently, they are required to provide a phone # for complaints during the event but this phone # is not well publicized. * Next Month: Will share the meeting with the Downtown Kenton Redevelopment Project 4/12. We will have a general meeting from 7pm-7:30pm. There may be a second meeting/open house in April to discuss the Kenton School Proposal. |
