6:50 PM Portland Village School
* Ann Powers presents the Portland Village School proposal to occupy the former De LaSalle School building.
* Were awarded charter school recognition by Portland Public Schools
* It is a Waldorf teaching inspired school. Based on the teachings of a German educator (Steiner) who had many insights into educating children as well as some controversial ideas.
* One focus is on esthetics that foster calmness through beauty.
* Focus on the arts. In the younger grades through stories and music and drawing based on the stories and music.
* Focus on handwork and movement. Children will learn to knit, garden, work with wood.
* Teaching through fairytales.
* Teaching through examining stories of “great people”.
* Spanish starting in Kindergarten.
* Charter School is approved by the state, funded by the state, and students can enroll for free.
* Unsure from where children will be drawn. Approx 50% from the neighborhood 50% from other parts of the city.
* Families will have to fill out an application and come to an informational night. Families will need to sign a letter of understanding.
* Parents will not be required to volunteer.
* Children will focus on reading and writing earlier than a traditional Waldorf School.
* Half of teachers will have Waldorf training, half will have state certification. Will put out job posting with PPS, Craig’s List, etc.
* No discrimination in hiring.
* Will have kids observe phenomenon and teach evolution and tradition scientific teachings.
* Are looking for a partner to rent the decommissioned Church building.

* BOARD ACTION: Board Member Larry Fellow moves to accepts the minutes from November. Board Member Tim Batog seconds. Minutes approved unanimously.
7:20 PM Development Plans for the Property on Brandon between Willis and Argyle
* Mark DeLapp of River City Companies (503.257.6050 ) presents plans.
* Four story. Would like to break up the building to make it look as though it has built up over time.
* Timeline: City currently says that they will finalize design after approval of KNA. Perhaps will not happen until October.
* Project description: Mostly residential. Retail on ground floor facing the streets. Apartment units.
* Phase I will have 32 apartments in one building with 4800ft retail. Over 90 rental units will be in place when complete. When approx 15000ft of retail space. May convert retail space to residential. Will not be targeting specific businesses for rental. May rent as office space.
* Residential rents $20sqft. Apartments will be loft starting from 600sqft at $555 up to 1000/mo. Some will have lofts upstairs. Larger ones will have a flex space that could be converted into a 2nd bedroom. Will only have approx 4 units that will have 2 bedrooms in Phase II. The smaller units may exclude roommates with 2 beds. May not meet needs of families. Retail $1.20/sqft.
* Will own, rent, and maintain building. They will be the onsite manager
* Exterior materials: Base masonry on front, (brick and concrete). Panels and lap siding.
* Will start Phase II after money is raised. Phase III will be started when 90% occupancy is reached.
* Very little on site parking spaces; 20 parking spaces. Due to Lightrail station parking mandates are eased with a residential project. This will place pressure on the business parking but will hopefully increase customer base.
* Will use very few green building materials.
* Have owned property on Alberta since ‘95 and built apartments.
* Many are encouraged that the designs include forward thinking as Argyle is seen as an extension of the Denver business corridor and include retail rather than just row houses.
* Some worries about project not promoting families in Kenton and being less affordable.
* Some argue that this project meets a need of young childless community members and that projects to meet their needs do not yet currently exist in Kenton.
* No KNA action was asked for. No KNA action will be taken.

* Will have slate siding and façade will be broken up.
* Will be for purchase for $225,000 or rental Square footage per until will be approx 1000sqft.
* Parking will not be accommodated. Bike racks will be installed.
* Will have high efficiency heating.
* Will include 4 to 6 units mainly 2 bedroom.
* KNA appears to react positively however it appears to be too early in the process for KNA to write a letter of approval for the project.
* Jason will resubmit plans when he gets further in the project design process.

* Aaron will set up a “wiki” system to allow more fluid communication between committee members.
