Board Meeting
8/9/06

7:05 PM     Meeting called to order by Vice Chair Doretta Schrock.

    Board Members Susan Abe, Rich Watson, Matt Svymbersky, Tim Batog, and Tim Lyden are in attendance.

    Also in attendance are Tom Griffin-Valade Director of North Portland Neighborhood Services, Kate Deane PDC, Steve Rupert Land Use Committee Chairperson, Lee Pearlman, Officer Christiansen, Kert Wright, and Jane Abe.   

7:08    Vice Chair Doretta Schrock  asks for announcements

    Tom Griffin-Valade reports that Debbie of CPPS (Community and Parents for Portland Schools) is looking for contacts in the community.
    Tom Griffin-Valade reminds KNA members of the commitment made in July to use the Sept. meeting to focus on Goals and Budget. The Sept meeting will begin at 6pm with a potluck.
    Board Member Rich Watson reports that NSA (Neighborhood Schools Alliance) will begin meeting again on the 3rd Tues of month in Sept. 7pm at the Denver Ave. Mason Lodge.
    Secretary Matt Svymbersky reports that he will tentatively be hosting an open house regarding North Portland schools issues Sept 21st including Tina Kotek and members of Stand For Children.
    Doretta talked to Tom Miller about addressing the pedestrian refuges on Denver.
    Janice emailed that she will write a letter to PDOT/Tom Miller and forward it to Board members to see.

7:11 PM    July Meeting Minutes distributed by Secretary Matt Svymbersky.

    Meeting Minutes read over by Board members. Corrections made to the spelling of Havilah’s name. Time Lyden was not represented in the Board attendance.

    BOARD ACTION:  Board Member Susan Abe moves to accept the July meeting minutes with the above corrections. Board Member Tim Batog seconds. Minutes approved unanimously, however there was not a quorum.

7:15 PM    Officer Christiansen reports on issues affecting the community.

    Walgreens’ and Astromart have had thefts.
    No big upswings in crimes in Kenton.
    New Columbia spike in calls. HAP (Housing Authority of Portland), ONI (Office of Neighborhood Involvement), Parks Bureau, have worked together to create solutions. They have closed McCoy park at night.  Only open 5am-10pm. Pocket parks owned by HAP are closed at dark.
    Reports that bus stops and max platforms are private property and have more strict rules.
    Renovating North Precinct. They are putting a small amphitheater in front.
    Fights reported on Delaware north of Lombard. Many adolescents congregating. An eviction was done on a house where there was not appropriate parental attention.
    Also animal control issue arose on Delaware after a pit bull chased a family down the street.
    Some folks meeting in the street and getting into each other’s cars by the Kenton Rose Garden. Possible drug deals occurring.
    If you have a suspected drug house in your neighborhood, keep calling the police drugs and vice hotline b/c all complaints get logged and are addressed based on the volume of calls.

7:25 PM    Kate Deane, newly of PDC, presents community issues .

    Triad Mechanical site has been purchased by Trimet with Interstate Max funds
    Will go through a lengthy process to find out what the community would like to see.
    Trimet will attempt to get a short term lease for the business to use the property until plans are finalized for the property.
    Trimet may use the property as storage.
    Are talking about other potential uses that have a regular presence to discourage criminal activity that could become a burden to the community.
    Will be hosting a Developers Tour to talk about potential opportunities and developments in Kenton.
    Would like to have a skeleton plan worked out with Trimet by February regarding preliminary, secondary, and final steps in the planning process.

    Doretta reports that pressure should be applied to ODOT to make sure that plans are clear and moving forward on the Phase II construction to ensure that developers are comfortable committing to the Kenton area.

    Aug 30th Small Businesses Walk. Carrol Hertzberg or Kate Deane will be hosting a walk focusing on Downtown Kenton 9am at Fridays Coffee Shop.

    Denver Ave Streetscape. Talking to PDOT about staffing capacity issues. The project may be delayed up to 6 months. May be happening in Sept/Oct or 6 months later.


    Zoning Study with Planning Bureau in Oct. Focus on areas around the lightrail. Planning related regulations that may be barriers to development efforts. Kate will contact KNA with specifics later.



7:40 PM     Arbor Lodge Condo Project South of Fred Meyer.

    A 6 story project is being proposed on Montana South of Fred Meyer.
    Arbor Lodge Neighborhood Association is concerned due to the proximity to modest residential homes and the developer’s apparent lack of willingness to work with the neighborhood.
    The project would be slated for approx. 24 units and 9-11 parking spaces.
    Arbor Lodge may want support for their opposition.


8:00 PM    Kenton Rose Garden.

    Board Member Tim Batog reports that we are reaching a critical mass with 5 people showing for one of the maintenance days and 7 showing tonight. He says that he may move to every other Wed night. Tim reports meeting with Tom Griffin-Valade about putting together a budget.  Tim will need to be reimbursed for yard debris dumping.

8:10 PM    Previous Meeting Minutes

    Ratification of meeting minutes from January to May was postponed until November due to lack of a quorum.

8:12 PM     DeLasalle High School.

    Tim Lyden reports on a conversation with Matt Powell, President of DeLasalle High School. Matt Powell expressed frustration with what he perceived was a lack of support from the Kenton Neighborhood.
    Matt Powell may be willing to come to the October KNA meeting.
    Many KNA Board Members express surprise at Matt Powell’s perceptions.
    KNA members report that dissatisfaction was aimed at PPS for their lack of planning not at DeLasalle.
    KNA member express their support for DaLasalle’s plans

8:20 PM        Newsletter Subcommittee.
       
    Board Members Susan Abe reports that she has done some research but acknowledges that the subcommittee has not met.

8:22 PM    National Night Out Gatherings

    Tim Lyden reports that his block will be having a gathering on Sat 8/12 3pm-10pm on the 2500 block of Russett.
    Tim Batog reports that Big Daddies donated pulled pork for his National Night Out.
