Kenton Neighborhood Association
Board Meeting
4/11/07

7:05 PM     Meeting called to order by Vice Chair Doretta Schrock.

* Board Members Rich Watson, Matt Svymbersky, Tim Batog, and Tim Lyden Brenda Ray Scott, Larry Fellows, Matt Hoffman, Amanda Barry, and Susan Abe are in attendance. Aaron Gray arrives at 8pm.    

7:08    Vice Chair Doretta Schrock  asks for announcements

* Doretta updates KNA on the North Precinct developments. Doretta reports that it appears that Portland Police Bureau will make concessions to North Portland.
* Doretta Schrock asks that anyone interested in the Office of Neighborhood Development grant committee see her.
* Doretta encourages neighborhood members to send letters to Mayor Potter regarding support for the Office of Neighborhood Involvement budget.
* There will be a meeting for community members to pick water feature ideas for Kenton Park. See the web site. There are thoughts of moving the feature to the Southwest corner.
* Kenton Downtown Streetscape – The advisory council has decide on the wider side walks with parking, bike lanes intact.
* There may be movement on Terrel Brandon’s property.

7:07pm        Officer Reynolds and Biggest crimes in the last month were vehicle break-ins (larceny).
* Multiple vehicle thefts had also been reported last week.
* Search warrant served on Alberta and another on Fisk.
* Burglaries and Aggravated Assaults were down.

7:10pm    North Portland Clean Up
* Sat April 21st 10am-3pm
*  Dumpsters will be located at 4340 N Lombard University Park Baptist Church.
* Will allow neighbors to drop off lawn debris, recycling, construction materials, general household junk.

7:15pm        Peninsula Elementary School Clean-up
* School Clean Up Sat April 21st 9am to address the school grounds.
* April 27th 6-8:30pm Day of the Child. Will have a celebration at the school complete with dancers, singers, and food.
* They are looking for someone with experience painting stripes on the parking lot.

7:20pm        Rose Garden
* Tim Batog is still looking for more volunteers.
* His last 2 clean-ups were sparsely attended.
* Tim will email out dates for other clean-ups.


7:24pm        Minutes presented by Matt Svymbersky
* Susan Abe recommends putting the date on the February minutes.

BOARD ACTION: Brenda Ray Scott moves to approve the minutes from Dec 2006 and Tim Batog seconds. Approved unanimously. Matt Hoffman moves to approve the Feb 2007 minutes and Amanda Barry seconds. Approved unanimously. Brenda Ray Scott moves to approve the March 2007 minutes and Matt Hoffman seconds. Approved Unanimounsly.  


7:29 PM    Jeff Cogen Multnomah County Commissioner

* Libraries
* Jeff Cogen reports that due to a Mult library levy there is money to rent a space for a North Portland Library. They do not have funds to build a new building.
* Hopes are that the library would be open in 2009.
* Jeff reports that the process has not been determined yet.
* He reports that it should begin in 4-5 months in the Summer or Fall.
* The first meeting to determine the process will be next week.
* Jeff reports that there is very little space in New Columbia left to site a new library.
* Jeff would like suggestions from the community about potential spaces.
* Construction is expected to be completed in Spring 2011.
* There has been talk about using the Kenton Grade School field, however once again, there is no money to build. It appears that the Kenton site may be within the minimum distance criteria.
* They would be interested in a mixed use building that also has retail.
* Apparently the Armory space may take a long time to go through the process since it is Federal property. In addition, the Armory space may need to be used for housing.
* Health Issues
* Jeff reports that he approves the Health Dept. idea of education around trans fats.
* He reports that they will be proposing education and requiring restaurants to inform customers if they use trans fats.
* Budget
* Jeff reports that they will be cutting 10-15 million this year and 10 million the next year as well.
* May be using one-time monies for investments to bring down costs down the road.
* Jeff reports that he hopes that they will be raising the credibility of Mult County government and may possibly be placing a corrections levy on the ballot in the next budget cycle.

7:50pm        Summer Concerts in the Part presented by Kathy Armstrong
* Mark Wigginton of PIR has agreed to sponsor a concert at $3,500.
* Next year he may be sponsoring further concerts and reports that he will talk to other business owners that he knows.
* Mark is willing to allow anyone to have an informational table at the concert.
* Only paying sponsors can sell food ($250 for sponsorship)
* Lots of enthusiasm expressed about the potential for this year and next.
* Looking at Tuesday August 21st.
* Kathy reports that she has people who are willing to help out at this point.
* She is encouraged to look at it as a sub-committee of the KNA.

BOARD ACTION: Doretta Schrock moves to approve a concert sub-committee. Aaron Gray seconds. Approved unanimously.

8:10pm        Treasurers Report by Brenda Ray Scott
* Brenda is completing a form 990.
* Brenda is still creating a budget structure.
* She and Aaron needs to go to Wells Fargo together to get accounts squared away.
* Brenda is still compiling a report.

8:12pm        June General Meeting
* Will be held on the second Wed of the month in June (6/13) at the Denver Mason Lodge. Doors open to the public at 5pm.
* The Lodge will provide the food.
* Door prizes (Rich and Brenda)
* Balloting (Susan will find her old ballot) (Matt S. will be in charge of the balloting)
* Mailing/Posters/Possible Newsletter (Amanda/Matt H./Susan/Tim B.) Needs to be completed by mid-May. May be able to use Direct Mail in North Portland.
* Translate Poster to Spanish (Susan)
* Informational booths would be (Matt H. will create a map)

8:30pm        Board Positions
* The positions of Secretary and Chair may be open come June.
* Aaron says that he may be interested in another term.
* Anyone interested??
* Talk abounds about not wanting to burn out the Chair.
* Doretta talks about the ridged roles of the Chair and Vice Chair but thinks that the duties can often be shared.
